The latest trend of transitional states, the global financial crisis, the drive toward European integration, and globalization are all variables that have a considerable impact on governmental and private sector reforms. In this context, the educational process and the role of government administration in general, as discussed in this paper, are continually included in the trend of historical reform. It's important to remember that the desire to join the European Union is inextricably linked to reforms aimed at making government more open and democratic. The main features of public institutions are freedom of information, public opinion, and public relations. As a result, there are several parts dedicated to planning various educational and social activities. Seminars, debates, various training, and other activities are frequently held in the name of transparency and the promotion of democratic values. As a result, any projects that aim to improve the community's quality of life, whether directly or indirectly are strongly supported. The impact of education on the transparent and democratic function of public administration is discussed in this paper, based on the undeniable fact that education in general is a major factor in the evolution of human society and the determination of its development direction.

The educational process has a significant impact on raising awareness and implementing reforms to improve the efficiency of government administration. Education, which is well known, seems to be the formal process through which society communicates its collected information, skills, customs, and values from one generation to the next, such as through school instruction. Currently, the globe is confronted with new problems and a perception crisis that is influenced by a number of variables, including the global economic crisis, the trend toward European integration, and globalization. In addition, education reforms seek to pursue and attain high-quality education and training beyond high school. Science's quick advancement and the development of new modern technologies are also critical.

Such elements have varying degrees of influence in different countries and socioeconomic groups! In this case, communication with the public administration is critical, and it is communication with various groups of citizens, the media, and citizen participation in policymaking, decision-making, and control processes, all of which are critical elements of each company in adjusting democratic concepts and for the overall development of society.

In modern environment, the open and democratic role of public administration is a highly complicated process involving numerous concurrent actions. Public administration includes two distinct but intertwined activities: a professional practice and an academic area that attempts to analyze, develop, critique, and improve that professional development, as well as to prepare people for specific practices. On a one hand, it refers to the administration or management of matters that are primarily concerned with the society, polity, and its subparts that are not primarily private, family, commercial, or individualistic, and on the other, it refers to the disciplined study of such matters.

Public administration, in its most basic definition, is the management of governmental and other public activities. This simple definition captures the essence of public administration and likely encompasses the great majority of current public administration actions and issues. The proper operation of government is expected, and it cannot be envisioned without people' engagement in all activities. As a result, residents' interests and participation in all activities should be given special consideration. However, available research based on various media suggests that citizens, particularly in nations in transition, approach change in a variety of ways. Others believe that participating in decision-making processes is pointless unless it benefits them personally.

The proper operation of government is expected, and it cannot be realized without people' participation in all activities. As a result, two opposing viewpoints can be found in various municipalities.

In order to efficiently carry out their duties, governments and their administrations must be professional and open. This allows them to adequately inform and consult citizens. Citizens' participation in public life, particularly in the decision-making process, impacts the evolution of citizens' equality and, as a result, provides them greater validity in decisions made by the government. Citizens should be active in all processes, beginning with the early phases of decision-making, because their conduct and implementation affect citizens' participation in a civil society. Citizens must be informed and consulted prior to being included in all phases of decision-making so that they can contribute to future decision-making processes.
