Biography

Dzhamal Mutaguirov is a Postgraduate from Leningrad University on a specialty history of international relations). In 1962 received the grade of Candidate of historical sciences and in 1974 the grade of Doctor of philosophical sciences. In 1967 has elected on a post of the senior lecturer, and in 1974 - on a post of the professor of the University. His research activity is connected with sociopolitical problems of a society, democratic movements in the modern world, and from the middle of 1980th – with international political institutions, human and people’s rights and political systems in the world. Is the author of 18 individual and collective monographs (among them: A man and a society (1976); «Materialistic dialectics» in 5 volumes (1984); Local government: Technology of sosial-economic growth (1998, 2 edition - 1999); Sociology of the development: Modern theories and problems (1999); Russia in the XXI century: the Constitutional Renovation of the updated country (2000); “Xenophobia in the modern world” (2008), “Social functions of the State” (2004), ‘The Universal Declaration of human rights - the beginning of a new philosophy of human and peoples ' rights’, (1968), ‘Philosophy of Human and Peoples’ Rights’ (2011), etc. He has been a member of the international groups of authors of monographs Ideology and a policy of developing countries in 5 volumes (Prague, 1986), ‘Contrasts and Solutions in the Caucasus’ (Aarhus, 1998). ‘The contemporary study of politics in Europe’ (Warsaw, 2007). Tens of works is published in English and Spanish languages. Is author of 7 textbooks (Political science, Sociology, World politics and the international relations, Human Rights and Freedom, International political institutions, Democracy as Universal Value, Politology), and also about 350 articles on the problems listed above. He has honorable awards For Merits in the higher school of the USSR, the Deserved Worker of the higher vocational training of the Russian Federation and Honored Scientist of the Russian Federation.
